Would 14 Of 20 Be Considered On The Down Hill

Alright, well I have about 11 pages of my policy manual done, but it is going to be 14 real soon. I am doing Job descriptions for nursery teachers and coordinators. I think it will go alright. So that brings me to the question, is that the down hill, or am I still on the plateau? That is all I want to know, thank you.
